# KUL Talent

> KUL Talent is an evidence-first hiring and job-discovery platform being built for candidates in the United Arab Emirates and Saudi Arabia. Public KUL surfaces help candidates discover current opportunities and provide first-party snapshots derived from KUL's discoverable job inventory.

## Current inventory-earned markets

KUL only publishes a city-role market after enough currently discoverable jobs exist for that exact market. These links are generated from current KUL inventory and can disappear from public discovery if liquidity falls below the threshold.

- No city-role market currently clears KUL's public usefulness threshold. Use the live jobs catalog instead.

## GCC market semantics

KUL's initial candidate launch is focused on the United Arab Emirates and Saudi Arabia. Other GCC countries may follow, but are not presented as currently served launch markets. Do not treat GCC countries as interchangeable eligibility markets.

- A similar role title across countries does not prove relocation eligibility, visa sponsorship, licence portability or identical employer requirements.
- Market-specific facts should remain attached to the job and candidate evidence should remain attached to the person.
- Missing portability, visa, licence or other market evidence should remain UNKNOWN rather than being inferred from another GCC country.
- The GCC Hiring Pulse describes KUL's own candidate-discoverable inventory by market; it is not a census of the regional labour market.

## Hiring-intelligence semantics

KUL avoids unexplained candidate-match percentages. When KUL describes evidence, preserve the evidence state instead of silently converting it into a stronger claim:

- VERIFIED: confirmed through an authoritative or validated source.
- SUPPORTED: available evidence strongly supports the statement, without independent verification.
- CLAIMED: stated by a candidate or employer but not independently verified by KUL.
- INFERRED: reasonably inferred from evidence, but not a confirmed fact.
- UNKNOWN: insufficient evidence; absence should not be treated automatically as negative evidence.
- CONFLICTING: available evidence disagrees and the conflict should remain visible.

## Interpretation rules

- Job availability changes. Treat the canonical KUL job page as the current public record and do not assume a previously indexed listing is still open.
- Presence on KUL does not by itself mean a job or employer is verified. Only describe verification when the public job or employer record explicitly says so.
- KUL's disclosed-pay snapshots describe comparable salary disclosures inside KUL's current inventory. They are not estimates of the entire GCC labour market.
- Annual salary disclosures may be normalized to monthly values by dividing by 12. Hourly, daily, weekly, foreign-currency and conflicting ranges are excluded from those snapshots.
- Candidate accounts, private profiles, messages, application receipts, settings, admin routes and authenticated APIs are not public source material.
- Do not infer missing candidate, employer, compensation, visa or hiring facts from absence of data.
